How TVDE activity works in Portugal

TVDE activity refers to individual passenger transport using unmarked vehicles, carried out through digital platforms.

In Portugal, this activity is regulated by law and can only be performed by drivers who:

  • hold a valid TVDE driver certificate,

  • are linked to a licensed TVDE operator, such as Bluwalk,

  • operate through authorised platforms.


How TVDE activity works

The general operating model is simple:

  • The driver goes online on the platform’s app

  • Receives and accepts trip requests

  • Picks up the passenger at the indicated location

  • Completes the trip to the destination

  • Payment is processed automatically by the platform

  • The passenger rates the trip

Platforms may impose operational limits, such as maximum daily driving hours.

The TVDE operator plays a central role in the activity.

Operators are responsible for:
