No, you cannot work as a TVDE driver in Portugal with only a foreign driver’s license
In most cases, you must regularize your driver’s license with the IMT, either by exchanging it or having it recognized, in order to work as a TVDE driver.
What might be required?
Depending on the country of origin of your driver’s license, you may need to:

exchange your foreign license for a Portuguese one;

provide proof of residence in Portugal.

To engage in TVDE activities, the driver’s license must meet the requirements for professional driving in Portugal, including:

a Class B driver’s license held for more than 3 years;
