What does TVDE mean?

TVDE stands for Individual and Paid Passenger Transport using Unmarked Vehicles.

It is a regulated activity in Portugal that has been in place since 2018.

In simple terms, TVDE refers to passenger transport services carried out through digital platforms, using vehicles without permanent external identification, unlike traditional taxis.


What does “unmarked vehicles” mean?

Unmarked vehicles are cars that:

  • do not have official colours or permanent exterior signs,

  • do not use taximeters,

  • operate exclusively through digital platforms.


How does TVDE work?

The operating model is straightforward:

  1. The driver goes online on the platform app

  2. Accepts trip requests

  3. Picks up and transports the passenger

  4. Payment is processed by the platform

  5. The passenger rates the trip


Who can operate in TVDE?

To legally operate in TVDE in Portugal, drivers must:

  • hold a valid TVDE driver certificate,

  • be linked to a licensed TVDE operator,

  • comply with all legal requirements.

Drivers cannot operate independently without an operator.


Is TVDE the same as Uber or Bolt?

Not exactly.

Uber, Bolt, and similar apps are platforms.

TVDE is the legal framework that regulates the activity carried out through those platforms.
